Research Summary
This study examines the institutional limitations of evacuation and fire-safety regulations for underground urban railway stations and proposes architectural and spatial planning guidelines.
The analysis indicates that similar standards are dispersed across separate laws and regulations, making them difficult to identify and resulting in a fragmented regulatory framework. Station spaces should therefore be standardized according to passenger circulation, and regulations specifically designed for urban railway facilities should be established.
Because railway use involves a ticketing process, regulations should also require evacuation safety areas and emergency stairs between concourses and platforms. For platforms located more than 30 meters underground, refuge floors should be provided in accordance with principles comparable to those of the current building code.
